CCDD 6 minutes 06-06-2023

  Cache County Drainage District #6 Board of Trustees Meeting   June 6, 6:30 at 710 W 800 S   Present: Dennis Jackson, Eric Summers, JoLynne Lyon, Brandon Allen   Items on the Agenda:   1)       Finish boundaries/annexation Dennis said the papers were at his office and he will look for them. Jeff will find it if we can’t. Dennis will follow up to see what needs to happen. The board can continue without a fifth member as long as there’s not a tie vote.   The board discussed how to replace Bill Wright. Landon Hyer’s name came up, so did Stacey Early, so did Granger Haviland. We will submit names to Dave Ericson.  2) Financial report   Tyler Hinckley was paid by Dennis, but the district is unable to disburse funds so it didn’t come out of the district funds. Cache County Drainage District 6 Board of Trustees 10-17-22

10/17/22 7:00 PM -10/17/22 8:00 PM In attendance: Dennis, Brandon, JoLynne and Jeff Nielsen of Foresight Surveying Description/Agenda:         Items on the agenda included:   1.      Approve minutes from public hearing— Brandon moved to accept, JoLynne seconded, motion passed unanimously. 2.      Discuss proposed budget Dennis read an email from the local government team of the office of the state auditor. Due to a missing financial report, quarterly transparency reports and self-evaluation and an updated version of the 2021 budget, and a semi-annual report to the state auditor, we can’t disburse funds.   3.      Adopt resolution for Annexation/District Boundaries Jeff said he will need to study the legal requirements to make sure they are all met. Public Hearing, CCDD#6 Sept 12, 2022

  In attendance: Dennis, Brandon, Bill, Eric, JoLynne, Robert Barlow and Mark Blair   Nobody else from the public came. The hearing closed at 8 pm.   The board will meet again to discuss a proposed budget, adopt the resolution for the annexation boundaries and plan drain maintenance for the fall. We’ll meet on Oct. 17 at 7 pm.   The board will also work on its self-evaluation.   Dennis will send JoLynne a link for the form, JoLynne will print out 5 copies and Bill will distribute it.    Brandon moved we adjourn. Bill seconded. Motion passed unanimously.

  The Cache County Drainage District #6 Board of Trustees will hold a public hearing on September 12, 2022 at 7 pm at 29 S. Main, Lewiston, to discuss the following: Whereas parcels described in the Parcel Annexation Plat Map prepared by Foresight Engineering in 2022 have received drainage services from the Cache County Drainage District #6 for more than 12 months, Be it resolved that the Cache County Drainage District #6 formally annexes the described parcels into the district, as reflected in the accompanying map. This notice was mailed to all affected landowners in the district. If you have any questions, please call JoLynne Lyon, 435-232-3733.

CCDD 6 Board Meeting, 8-25-22

  8/25/22 8:00 PM -8/25/22 9:00 PM   In Attendance: Dennis, Bill and JoLynne.                                                                             The notice for annexation needs to go out at least 10 days in advance of the hearing. The 8 th  is the earliest possible hearing date.   Written protests must be filed within 30 days of the public hearing. If sufficient protests are received, an election must be held (10 percent of landowners).   If an election isn’t necessary we can approve the annexation by resolution within 30 days after the protest period. Minutes CCDD6 7-20-22

  Special Meeting Notice Date & Time : 7/20/22 7:00 PM -7/20/22 8:00 PM   Present: Dennis, Bill, Brandon, JoLynne The board approved the minutes from three past meetings Dennis said building lots are being sold on 1600 S. by the open drain. Additional lots are being surveyed. One of the people putting in a lot is asking for a pipe in the drain. Dennis said there needs to be some uniformity, especially for a collector drain. People are doing it without calling us. Brandon said he’s not sure the drain counts as private property. Bill said we don’t want to put an undue burden on people. Dennis said we can’t wait too long before we act. From Main to 400 W, the borrow pit needs to be addressed as well. Adam Johnson and Robert Barlow joined the meeting. Adam said theirs looks different, but they want to make sure everyone is in one or the other district. He had had trouble getting in touch with the engineer.
