Minutes CCDD6 7-20-22

Present: Dennis, Bill, Brandon, JoLynne

The board approved the minutes from three past meetings

Dennis said building lots are being sold on 1600 S. by the open drain. Additional lots are being surveyed. One of the people putting in a lot is asking for a pipe in the drain. Dennis said there needs to be some uniformity, especially for a collector drain. People are doing it without calling us.

Brandon said he’s not sure the drain counts as private property. Bill said we don’t want to put an undue burden on people. Dennis said we can’t wait too long before we act.

From Main to 400 W, the borrow pit needs to be addressed as well.

Adam Johnson and Robert Barlow joined the meeting.

Adam said theirs looks different, but they want to make sure everyone is in one or the other district. He had had trouble getting in touch with the engineer. Another question is that he has included some areas in town that they have not charged and they are not sure they want to pull them in with the annexation. Right now they want to focus on the shared border but they don’t want to annex property where they haven’t provided services.

Jeff’s survey has added a lot to the district that they haven’t served yet. He has encouraged people to come together as neighbors and solve problems created by borrow pits. Brandon said the district can take water if property owners can get it to us. 

Dennis said we have to pass a resolution and describe the annexation as verified by the plat map. He suggested we set a timeline for the hearing and requirements for publishing the notice of the hearing. 

The Tax deadline is a moving target. It’s been anything from the Sept. 1 to the end of September. 

We will assume September 1 is our deadline.

At least 11 days after that the hearing must be held

Wait at least 30 days after the hearing for a comment period.

 

Bill moved that we empower Adam and Dennis to set up a meeting with Jeff  to answer questions about the boundaries. And whether the parcels were cross referenced when they were drawn so that they were included in one or the other of the two districts.

Eric seconded. Motion carried for both districts unanimpously.

The board agreed to meet again after the boundaries and parcels are verified. 

Bill moved that we get an estimate on work to be done on 1600 S. He will do it. Brandon will get another bid. 

Motion passed unanimously by the District 6 members.

Minutes, Annexation and Budget public hearings, 12-1-2020

Annexation Hearing In attendance: Brandon, Dennis, JoLynne, Wade Nicholas, Adam Johnson, Troy Karren and Jackie Lilienquist. Brandon introduced the annexation, saying the district is trying to adjust its boundaries after so many propoerties were dropped from the tax roles. Wade Nicholas said his property is being hurt by the drain because when it is full, the pressure causes the water table to rise because the ditch is below the clay layer, and it pushes water through the sandy loam toward his house. He said he understands the ditch needs to be there to drain property in the “middle valley” but it harms him and he does not want to pay taxes. He has been in that property for 4 years. Brandon and JoLynne asked if he is sure he is getting more harm than good from the ditch. Brandon said the ditch has been cleaned a lot since it flooded in 2017. Annexation Notice. 11.16.20

  November 16, 2020   Dear landowner,   The Cache County Drainage District #6 Board of Trustees will hold a public hearing on December 1, 2020, from 7 to 8 pm at 29 S. Main, Lewiston, to discuss the following resolution of annexation. In the event that a public gathering is not possible, we will meet electronically, via computer or telephone.
