Cache County Drainage District 6 Board of Trustees 10-17-22

Description/Agenda:

        Items on the agenda included:

 

1.    Approve minutes from public hearing—

Brandon moved to accept, JoLynne seconded, motion passed unanimously.

2.    Discuss proposed budget

Dennis read an email from the local government team of the office of the state auditor. Due to a missing financial report, quarterly transparency reports and self-evaluation and an updated version of the 2021 budget, and a semi-annual report to the state auditor, we can’t disburse funds.

 

3.    Adopt resolution for Annexation/District Boundaries

Jeff said he will need to study the legal requirements to make sure they are all met. JoLynne sent him and the board members a copy of the resolution to be adopted.

 

4. Plan for fall maintenance

               Dennis said a place will be dug tomorrow even though our funds are frozen. The slope on the embankment on 1600 S where Lewiston put their water main in will be excavated. Right now we can’t maintain it.

 

 

Brandon moved we adjourn. Dennis seconded it. Motion carried. The board will meet November 1, at 11:30 in the Club Room in Lewiston; first with Cub River and then to adopt the resolution of annexation.

Note: the board did not have a quorum on November 1. No action was taken on that day.

Minutes, Annexation and Budget public hearings, 12-1-2020

Annexation Hearing In attendance: Brandon, Dennis, JoLynne, Wade Nicholas, Adam Johnson, Troy Karren and Jackie Lilienquist. Brandon introduced the annexation, saying the district is trying to adjust its boundaries after so many propoerties were dropped from the tax roles. Wade Nicholas said his property is being hurt by the drain because when it is full, the pressure causes the water table to rise because the ditch is below the clay layer, and it pushes water through the sandy loam toward his house. He said he understands the ditch needs to be there to drain property in the “middle valley” but it harms him and he does not want to pay taxes. He has been in that property for 4 years. Brandon and JoLynne asked if he is sure he is getting more harm than good from the ditch. Brandon said the ditch has been cleaned a lot since it flooded in 2017. Annexation Notice. 11.16.20

  November 16, 2020   Dear landowner,   The Cache County Drainage District #6 Board of Trustees will hold a public hearing on December 1, 2020, from 7 to 8 pm at 29 S. Main, Lewiston, to discuss the following resolution of annexation. In the event that a public gathering is not possible, we will meet electronically, via computer or telephone. Please contact JoLynne Lyon for more information on how to attend, at 435-232-3733 or gemcache1@gmail.com.   If annexed, property would be subject to a tax of $2 per acre, or, if the acreage is 2.5 acres or less, $5 per year.
