Minutes: CCDD#6 Special Meeting March 28

1.      Discussion of verified district boundaries Jeff, formerly with Foresight and now with CRS Engineers (post-merger) presented the current map, including the parcels to be taxed. The map does not show the Lewiston downtown area as part of the district.    Dennis invited the Fransen engineers to join the discussion, since the boundaries will influence how the Cub River drainage project is planned.    Mark Blair explained how the water flows in flood conditions in the city. He did public works in the city for 40 years. Bill and JoLynne agreed we should try to draw the boundaries and plan the projects so that they solve a problem, whether we want to deal with drainage from downtown or not.   The city dug a ditch on First West to accept pumped water.    On second west is the highest point in Lewiston, and it flows to second south and goes into an open drain there.    It goes into a pipe on second west, third south into a pipe, into an open drain.   They had a lot draining into the sew

Minutes: Cache County Drainage District #6 Board of Trustees Special Meeting March 7

Description/Agenda: Dennis moved to accept minutes, Bill seconded. Motion carried. 1.      Discussion of verified district boundaries. Dennis filled in Bill and Eric about the boundaries and what has happened up until now. In the past we determined what parcels were and were not being taxed. We also added some parcels back in that had been dropped, after notifying them that they had been dropped. 35 of those letters went out, and 43 parcels were added. Then we had the Fabian VanCott law firm guide us through plans to annex additional parcels. We did a public hearing, presented the proposal, waited the 30 days for protests (there were none) and then followed the legal process to add the annexation. Everything went well until we tried to submit the map to the Lt. Gov.’s office. They wouldn’t accept it without a signature from county officials, who wouldn’t sign unless it was surveyed. Minutes, 10.4.21, 12.14.21, and Public Budget Hearing 12.20.21

  CCDD#6 10.4.21 Minutes   Bill motioned to accept the minutes. Eric seconded. Motion passed.   1.       Drain maintenance. Brandon and Bill reported on touring the north part of the district. They found a place where Cub River Irrigation has put in a pipe in Bill’s property where they crossed our drain with a 12-in PVC piece that could be a problem in the future.    Brandon said the district needs to determine what size pipe will be allowed on the bottom of a drain. He would like to make sure new pipes are an appropriate size. Bill said if we let people know they might get some help from the district they might be willing to make a change. Brandon said the owner should pay for the whole thing unless it’s something that benefits the whole community, like where it crosses a road or a maintenance place where we need to clean the drain.   Brandon said there is a place at 600 S, west of main where the drain has sloughed off and the power poles are leaning.
