CCDD#6 Minutes 1.24.22

Board of Trustees Regular Meeting Notice Date & Time : 1/24/22 7:00 PM  In attendance: Brandon Allen, Dennis Jackson, Bill Wright, JoLynne Lyon, Eric Summers Description/Agenda: 1.       Approve minutes Board reviewed the minutes for October 4, December 15 and the public hearing of December 30.   Bill moved we accept them. Brandon seconded. Motion carried unanimously.   2.       Assign new board officers The board can add two new positions; vice chair and recorder (who reconciles tax roles with property tax parcels)                    JoLynne Nominated Bill Wright for chair. Motion carried unanimously.                Bill nominated Dennis for clerk. JoLynne seconded. Carried unanimously.                Bill nominated JoLynne for treasurer secretary. Meeting Minutes 1.21.21

  In attendance: Brandon, Dennis, JoLynne and Regan Wheeler   Regan: The district would be wise to look at the condition of culverts under the road   1600 S and 400 E is at least 50 years old   Could look at xray and putting a sleeve inside   Looking at the possibility of sleeves   Regan said he wanted to make sure it is in the minutes   JoLynne mentioned there is a service that can check the integrity of a culvert and spray in a strengthening layer   Brandon said that is being considered. The district may be able to take advantage of Cub River Irrigation Project money to address drainage expenses, but they need may come before the money is available.   Regan asked where the drainage from downtown Lewiston east of Main Street goes. Dennis and Brandon said the water probably does flow into the district when it is high enough, but the area is officially served by district 4. Meeting Minutes 1.18.2021

  Held at 5 pm at 860 S Main, Lewiston, UT January meeting   JoLynne read the minutes from the two public hearings Some corrections were made They were accepted   Budget The board discussed the budget. JoLynne reported that tax funds had been deposited but she was not sure why the checks were sent to her.    The board discussed roles on the board and proposed bylaws submitted by Dennis, which outline the roles of each member. JoLynne asked why the other two board members appeared ready to adopt those bylaws instead of those she was asked to prepare when she was part of the working group. She noted that it seemed Dennis and Brandon had already discussed the bylaws and changing the roles of the board members before she received Dennis’s draft. Dennis said the bylaws were modeled after those done by the water conservation district and were created with good professional advice.    JoLynne made several suggestions for changing the wording, based on advice from LeGrand Bitter when she was w
