Cache County Drainage District #6 Board of Trustees Meeting

 

June 6, 6:30 at 710 W 800 S

 

Present: Dennis Jackson, Eric Summers, JoLynne Lyon, Brandon Allen

 

Items on the Agenda:

 

1)     Finish boundaries/annexation

Dennis said the papers were at his office and he will look for them. Jeff will find it if we can’t. Dennis will follow up to see what needs to happen. The board can continue without a fifth member as long as there’s not a tie vote.

 

The board discussed how to replace Bill Wright. Landon Hyer’s name came up, so did Stacey Early, so did Granger Haviland. We will submit names to Dave Ericson. 


2) Financial report

 

Tyler Hinckley was paid by Dennis, but the district is unable to disburse funds so it didn’t come out of the district funds. We owe Dennis $1607.  We have about $15,000 that we can’t use.

 

 

Dennis said the problem began when we changed banks. We need to adjust the 2021 year end balance to reflect 2021 disbursements. The money came in, went to Cache Valley Bank and didn’t go into the books. 

 

We need to make that adjustment and replace the adopted 2022 budget. We need to re-submit the budget, close the books for 2021 and submit the transparency reports for 2022. Then submit financial statements for 2022, self-evaluation and then do the same for 2023. After that we will be compliant and disburse funds.

 

The board agreed to hold a budget hearing on June 14 and publicize it ahead of time.


3) Self-evaluation—The board will move that item forward when the financial work is done.

 

 

For future discussion: Fransen Engineering held a meeting in Lewiston last fall when they proposed work in our district. They came back with an alternate proposal to the one CCDD#6 submitted. They are still waiting for a response. They would put a lift pump to alleviate water problems around the Warner property. It would be funded by NRCS.

10/17/22 7:00 PM -10/17/22 8:00 PM In attendance: Dennis, Brandon, JoLynne and Jeff Nielsen of Foresight Surveying Description/Agenda:         Items on the agenda included:   1.      Approve minutes from public hearing— Brandon moved to accept, JoLynne seconded, motion passed unanimously. 2.      Discuss proposed budget Dennis read an email from the local government team of the office of the state auditor. Due to a missing financial report, quarterly transparency reports and self-evaluation and an updated version of the 2021 budget, and a semi-annual report to the state auditor, we can’t disburse funds.   3.      Adopt resolution for Annexation/District Boundaries Jeff said he will need to study the legal requirements to make sure they are all met. Joint meeting: Cache County Drainage District 6 and 4, 4-11-22

  Joint Meeting, CCDDs #6 and #8   In attendance: Adam Johnson, Robert Barlow, Bill Wright, Dennis Jackason, Jeff, Mark Blair,  JoLynne Lyon and Brandon Allen.      Jeff presented a redrawn map that reflects the natural flow of drainage. It takes in many parcels from District 4 and adds them to District 6. Mark showed board members from both districts where the open and closed drains are and how the water flows during a high water event.   JoLynne asked what would suffer if the districts were unified. Currently there are several administrative units and they are overwhelmed trying to keep up with state requirements.   Adam said the tax levy is $3 per acre and $5 minimum per parcel in District 4. Dennis said District 6’s levy is $2 per acre and $5 minimum.   Adam said the drainage makes sense. His district will lose revenue if the new boundaries are accepted.
