Meeting Minutes 7.29.2020

Compliance: Self-evaluation             Dennis led the board through the self-evaluation             The fiscal year ended December 2019             The district was not in compliance that year but is working aggressively to become compliant in the future. The board agreed to review the profit/loss sheet first.               The budget and financial certification are attached.             Checks were lost in the 2019 year, and were reissued in 2020. No hearing was held. The budget was submitted to the state.              This will be covered in the self-evaluation.   JoLynne moved to accept the district profit-loss and balance sheet Dennis seconded, motion carried unanimously.   JoLynne asked for the documents to be emailed so she can archive them.   The financial certification was discussed. Meeting Minutes 7.14.2020

Dennis talked about boundaries and how they relate to a conflict between one of our drains and a path to bury a pressurized irrigation pipe   Dennis submitted a spreadsheet to the Cache County Treasurer’s Office detailing every tax parcel that was on the district map, and whether it is being taxed on the tax rolls.   Items in pink show that there are several that are not on the rolls in the treasurer’s office.   Work on this began before we knew we were an appointed board. Many were dropped from the tax rolls when property was subdivided or changed hands   Recorder’s office will make the adjustments   People in pink will be added back in, adding 615 acres and$2699   In 2005 someone turned in the parcels they thought should be taxed Decided the minimum tax that should be charged was $5 District raised rate to 50 cents per acre   In 2012 they jumped to $2.00 per acre or a minimum of $40   There are families that have not been taxed that could see hundreds of dollars’ increase   The board
