Cache County Drainage District #6 Board of Trustees

Date & Time: 9/9/24 7:00 PM -9/9/24 8:30 PM

 

In attendance: Brandon, JoLynne, Dennis, Hunter and Eric, Matt Woods and Laurel and Blake Goodwin

 

Introductions and welcome

1.                            Approve Minutes—Hunter moved, Eric seconded, motion carried

 

2.                            District member concerns—Blake and Laurel spoke about the drainage at their property at 800 E and 800 S. A property owner near them has refused to allow water to drain through his property, and another has obstructed the drain. 

 

The board discussed bringing a pipe to bring drainage water to a makeshift drain, enforcing the drainage act or bringing drainage to an existing tile drain. The mayor may have offered to support a project, though that hasn’t been confirmed.

 

Brandon said we need to survey and make sure there is enough slope for it to drain, then send a letter to the offending landowners.  The Drainage Act is clear that drains cannot be obstructed.

 

Brandon will start the survey tomorrow. A letter will go out to those affected. Hunter can write it notifying landowners, board members can approve it and it will go out. It will reference the Drainage Act of 2007. After that work can start in October.

 

The district board conducted a self-evaluation.

 

Maintenance and capital projects: Maintenance plans were outlined, including drainage cleaning along the beaten lane with estimated costs of $2500. The team also discussed working with the city on future projects, including the culvert under the road on Main and drainage at 1600 W and main.

JoLynne read the minutes. Dennis moved to accept the minutes. Brandon seconded. Motion passed unanimously (Bill and Eric did not vote, since they were not there)   Dennis said he had taken the oath of Office at the county offices today. CCDD 6 minutes 06-06-2023

  Cache County Drainage District #6 Board of Trustees Meeting   June 6, 6:30 at 710 W 800 S   Present: Dennis Jackson, Eric Summers, JoLynne Lyon, Brandon Allen   Items on the Agenda:   1)       Finish boundaries/annexation Dennis said the papers were at his office and he will look for them. Jeff will find it if we can’t. Dennis will follow up to see what needs to happen. The board can continue without a fifth member as long as there’s not a tie vote.   The board discussed how to replace Bill Wright. Landon Hyer’s name came up, so did Stacey Early, so did Granger Haviland. We will submit names to Dave Ericson.  2) Financial report   Tyler Hinckley was paid by Dennis, but the district is unable to disburse funds so it didn’t come out of the district funds.   November 16, 2020   Dear landowner,   The Cache County Drainage District #6 Board of Trustees will hold a public hearing on December 1, 2020, from 7 to 8 pm at 29 S. Main, Lewiston, to discuss the following resolution of annexation. In the event that a public gathering is not possible, we will meet electronically, via computer or telephone. Please contact JoLynne Lyon for more information on how to attend, at 435-232-3733 or gemcache1@gmail.com.   If annexed, property would be subject to a tax of $2 per acre, or, if the acreage is 2.5 acres or less, $5 per year.
