Public Hearing, CCDD#6 Sept 12, 2022

  In attendance: Dennis, Brandon, Bill, Eric, JoLynne, Robert Barlow and Mark Blair   Nobody else from the public came. The hearing closed at 8 pm.   The board will meet again to discuss a proposed budget, adopt the resolution for the annexation boundaries and plan drain maintenance for the fall. We’ll meet on Oct. 17 at 7 pm.   The board will also work on its self-evaluation.   Dennis will send JoLynne a link for the form, JoLynne will print out 5 copies and Bill will distribute it.    Brandon moved we adjourn. Bill seconded. Motion passed unanimously.  

Public Notice, Hearing for Sept. 12, 2022

  The Cache County Drainage District #6 Board of Trustees will hold a public hearing on September 12, 2022 at 7 pm at 29 S. Main, Lewiston, to discuss the following: Whereas parcels described in the Parcel Annexation Plat Map prepared by Foresight Engineering in 2022 have received drainage services from the Cache County Drainage District #6 for more than 12 months, Be it resolved that the Cache County Drainage District #6 formally annexes the described parcels into the district, as reflected in the accompanying map. This notice was mailed to all affected landowners in the district. If you have any questions, please call JoLynne Lyon, 435-232-3733.

CCDD 6 Board Meeting, 8-25-22

  8/25/22 8:00 PM -8/25/22 9:00 PM   In Attendance: Dennis, Bill and JoLynne.                                                                             The notice for annexation needs to go out at least 10 days in advance of the hearing. The 8 th  is the earliest possible hearing date.   Written protests must be filed within 30 days of the public hearing. If sufficient protests are received, an election must be held (10 percent of landowners).   If an election isn’t necessary we can approve the annexation by resolution within 30 days after the protest period. Minutes CCDD6 7-20-22

  Special Meeting Notice Date & Time : 7/20/22 7:00 PM -7/20/22 8:00 PM   Present: Dennis, Bill, Brandon, JoLynne The board approved the minutes from three past meetings Dennis said building lots are being sold on 1600 S. by the open drain. Additional lots are being surveyed. One of the people putting in a lot is asking for a pipe in the drain. Dennis said there needs to be some uniformity, especially for a collector drain. People are doing it without calling us. Brandon said he’s not sure the drain counts as private property. Bill said we don’t want to put an undue burden on people. Dennis said we can’t wait too long before we act. From Main to 400 W, the borrow pit needs to be addressed as well. Adam Johnson and Robert Barlow joined the meeting. Adam said theirs looks different, but they want to make sure everyone is in one or the other district. He had had trouble getting in touch with the engineer. Joint meeting: Cache County Drainage District 6 and 4, 4-11-22

  Joint Meeting, CCDDs #6 and #8   In attendance: Adam Johnson, Robert Barlow, Bill Wright, Dennis Jackason, Jeff, Mark Blair,  JoLynne Lyon and Brandon Allen.      Jeff presented a redrawn map that reflects the natural flow of drainage. It takes in many parcels from District 4 and adds them to District 6. Mark showed board members from both districts where the open and closed drains are and how the water flows during a high water event.   JoLynne asked what would suffer if the districts were unified. Currently there are several administrative units and they are overwhelmed trying to keep up with state requirements.   Adam said the tax levy is $3 per acre and $5 minimum per parcel in District 4. Dennis said District 6’s levy is $2 per acre and $5 minimum.   Adam said the drainage makes sense. His district will lose revenue if the new boundaries are accepted. Minutes: CCDD#6 Special Meeting March 28

1.      Discussion of verified district boundaries Jeff, formerly with Foresight and now with CRS Engineers (post-merger) presented the current map, including the parcels to be taxed. The map does not show the Lewiston downtown area as part of the district.    Dennis invited the Fransen engineers to join the discussion, since the boundaries will influence how the Cub River drainage project is planned.    Mark Blair explained how the water flows in flood conditions in the city. He did public works in the city for 40 years. Bill and JoLynne agreed we should try to draw the boundaries and plan the projects so that they solve a problem, whether we want to deal with drainage from downtown or not.   The city dug a ditch on First West to accept pumped water.    On second west is the highest point in Lewiston, and it flows to second south and goes into an open drain there.    It goes into a pipe on second west, third south into a ...
