Joint Meeting, CCDDs #6 and #8
In attendance: Adam Johnson, Robert Barlow, Bill Wright, Dennis Jackason, Jeff, Mark Blair, JoLynne Lyon and Brandon Allen.
Jeff presented a redrawn map that reflects the natural flow of drainage. It takes in many parcels from District 4 and adds them to District 6. Mark showed board members from both districts where the open and closed drains are and how the water flows during a high water event.
JoLynne asked what would suffer if the districts were unified. Currently there are several administrative units and they are overwhelmed trying to keep up with state requirements.
Adam said the tax levy is $3 per acre and $5 minimum per parcel in District 4. Dennis said District 6’s levy is $2 per acre and $5 minimum.
Adam said the drainage makes sense. His district will lose revenue if the new boundaries are accepted. JoLynne said the parcels also represent liability.
Dennis told Dist. 4 members that we have undergone some efforts to put our borders in order, and we needed a survey to finish the process.
Jeff said there is a finite amount of money for a survey, and it’s available until it’s gone. It should cover both districts 4 and 6.
Dennis said the proposed annexation is between Districts 4 and 6. Dennis said he listened to a presentation about how the drainage problems associated with inner city blocks had to be solved and only certain people could solve them. None of them are around now. He urged us to get together and do it right.
Adam said his board wants to avoid having another “wreck” and do their best with what they have. Adam and Robert asked if they could have some time to think about it before we make an agreement and move forward.
They will take the proposed map with them.
