Meeting Minutes 06.14.2021


JoLynne read the minutes. Dennis moved to accept the minutes. Brandon seconded. Motion passed unanimously (Bill and Eric did not vote, since they were not there)

 

Dennis said he had taken the oath of Office at the county offices today. He administered the Oath of Office to all other board members and each member signed their certificate. Dennis signed them all. He will take them back to be filed at the County Clerk’s Office. JoLynne, Dennis and Brandon’s terms will expire on Dec. 31 2023. Bill’s and Eric’s will expire on Dec. 31 2024.

 

Dennis read the financial report for the quarter. JoLynne read the balance from the bank. There is a difference in our favor (bank balance is greater than book balance). JoLynne and Dennis will reconcile the two.

 

Annexation and Possible Consolidation

 

JoLynne reported talking to LeGrand Bitter, who recommended going to Cary Jenkins to have the map drawn and avoiding the need to have the boundaries surveyed. She did, he drew the map, but the county still didn’t respond to requests to sign off on the map.

 

JoLynne said if the drainage districts are consolidated, this process will have to be done all over again by the combined districts. Alternatively she can appeal directly to the lieutenant governor to sign off on the boundaries, since the district is facing an unfunded mandate to have the boundaries surveyed.

 

Brandon explained where the boundaries are. Bill said some of the city properties that are not in the district have put in a pipe to drain to the drainage district. He asked if we can work with the city regarding that drainage. JoLynne said she wanted to talk to the city council about it. Brandon said the district will need to work with the city on crossings.

 

Dennis said Dave Ericson wants the districts to consolidate. LeGrand said we could operate by interlocal agreement. During the meeting with Fransen Engineering, the engineers said Lewiston City wasn’t willing to come to the table. JoLynne said she wasn’t ready to accept their word on that yet. Dennis said there were some problems with consolidation. When CCSD #6 has collected their revenue, who is to say  the other districts have shown the same diligence to make sure they are collecting all the revenue they are entitled to. Dennis asked if we will share our revenue with them when they haven’t done the work.

 

JoLynne said she agrees the other districts need to do the same level of work as District 6 has done. District 4 has already done a lot of their groundwork. She is not sure of the others. Brandon said Dist. 4 is charging twice the taxes that Dist. 6 is charging.

 

Brandon said Dist. 6 brought in an expert to look into our drainage and vast improvements have been made. 

 

Brandon said to keep it up with the Lieutenant Governor, Dennis agreed. Dennis doesn’t think there will be enough unanimity to consolidate.

 

Brandon said we should go in and get on the city council’s agenda.

 

Eric said he remembers pumping off Patty Foitzick’s property. He is sure water from 200 S is ending up on our drains. 

 

JoLynne said she will keep up with the annexation. Brandon said he will talk to the city council. JoLynne asked if she can come. Brandon said we will find out when we can go and then we’ll let everyone know.

 

JoLynne will get us on the agenda and let everyone know when.

 

Dennis said when we were appointed we organized. We need to leverage off the resources we have now with new board members. 

 

Brandon said the next thing is state reporting, due June 30.

 

JoLynne went through the checklist, read the items and board members agreed on the responses. The report was finished and signed.

 

Policies and procedures will be handled in the next meeting. The group will bring the issues they want to have codified.

 

A few days before the next meeting JoLynne will remind people to bring their policies and procedures.

 

Bill moved to adjourn, Brandon seconded, motion passed unanimously.
