Dennis talked about boundaries and how they relate to a conflict between one of our drains and a path to bury a pressurized irrigation pipe
Dennis submitted a spreadsheet to the Cache County Treasurer’s Office detailing every tax parcel that was on the district map, and whether it is being taxed on the tax rolls.
Items in pink show that there are several that are not on the rolls in the treasurer’s office.
Work on this began before we knew we were an appointed board. Many were dropped from the tax rolls when property was subdivided or changed hands

In 2005 someone turned in the parcels they thought should be taxed
Decided the minimum tax that should be charged was $5
District raised rate to 50 cents per acre
In 2012 they jumped to $2.00 per acre or a minimum of $40
There are families that have not been taxed that could see hundreds of dollars’ increase
The board looked at a map to determine which parcels are draining into the district system but are not being taxed.
JoLynne asked if the board should wait until after a public hearing before adding people back into the tax rolls if there is any doubt that they were officially in the district.
Dennis pointed out advice from LeGrand Bitter showing that by Utah Code, annexing areas into the district has to be done by resolution, followed by a public hearing within 45 days.
Dennis proposed that the parcels that are documented as part of the district be added back in. The district will not try to annex property before taxes are assessed in 2020.

Dennis moved adding in the properties that are not being taxed that are within boundaries established in 1936, plus properties served by a drainage ditch for many years. The 400 S 800 W boundary will be extended to 800 West, down to 1200 S.
The Northeast boundary is still in question; District 4 serves most of the R1 (downtown) area. That boundary will be determined at a later date.
The tax roll will reflect those boundaries.

Dennis spoke of a planned Cub River Irrigation project that could affect the drainage in the district. The board members agreed they needed to learn more about the project.
Brandon said he will talk to the Cub River chairman. JoLynne will try to find the documentation on the Cub River grant.
