The board discussed the timeline for holding hearings.
JoLynne said holding a hearing would require either notifying people by mail or putting an ad in the paper four times. The newspaper ad would be more expensive.
Dennis said he has done some research on whether a hearing is needed to open the budget. He handed out a copy of the budget.
On the Jan 13 meeting, they created and drafted a budget for capital projects.
It was created by transferring 18 k.
14 k were E of main and north of 1600 S
General budget was made for routine maintenance, etc.
Dennis read from the minutes of Jan 27. Describing a capital projects fund that was created to correct the problem.
The work that was done spent all but $957.50.
The general fund expenditures were budgeted at $4100.
The general fund still has $3140 in it.
After January it will have an additional $5000
Brandon said the leftover funds in the capital projects fund should be moved to the general fund in the future.
JoLynne asked if there were additional capital projects.
Brandon said no.
Dennis said we need to make sure we don’t have a project we would need that money for before we move it.
Brandon asked what the maximum balance is that we can carry in the general fund
Dennis said it’s what we receive, plus the amount we received the year before.
It’s roughly 2x the collections for one year.
Brandon said the only thing he sees that is needed is drain cleaning.
Dennis is interested in spending money for a weed burner. THat would be a capital expense.
It could be built for less than it is bought but they want to make sure it is done.
A weed burner would do a better job of controlling weeds without causing erosion.
Maintenance can be handled by spraying and burning.
Brandon moved that he goes along the east branch of the drain and sees what needs to be cleaned, all the way to center st. And arrange for it to be done.
Also, a lot of sloughing is happening at the bend in the canal. Also, N of Center Street, there are some things that need attention around John Dahle’s property.
There are some other areas that should be checked on around Bill Wright’s property.
Brandon moved to take that action, Dennis seconded. Motion passed unanimously.
Dennis proposed we handle the budget and annexation hearings at the same time.
Annexation: Dennis presented a map with proposed annexation areas.
The hearing for annexation and budget adoption could take place on Dec 1. (Wednesday)
Dennis moved we had a public hearing to adopt the 2021 budget and to present the proposed annexation plan.
The board discussed annexation.
JoLynne wrote the resolution and Dennis drew the lines on the map.
Whereas the named and numbered parcels of land have received drainage services from the district,
Be it resolved that The Cache County Drainage District #6 formally annexes the named parcels into the district, as reflected on the accompanying map.
Dennis moved, Brandon seconded. Motion carried unanimously.
Dennis brought up a bridge that a landowner wants to put so a pivot can cross the ditch, which could potentially interfere with the drain.
Brandon said it may be a culvert, not a Bridge. Brandon said the Utah Code is clear about not interfering with drainage.
Brandon said he can talk to the landowner (Chris Karen)
Brandon wants to make it clear that we will protect private property rights.
December 2, 7 pm will be the hearing
