Meeting Minutes 9.30.2020

In attendance: Brandon, Dennis and JoLynne, Board members

Regan Wheeler

The district discussed the boundaries of the drainage district, and the parcels that will be on the tax rolls for 2020.

Dennis brought a list of all the parcels on the tax rolls, including several that are being removed because they are not within an established boundary.

Regan asked that his land be added, even though it is not within an established boundary.

Dennis has prepared a letter to be sent to everyone being added in, letting them know why they are being assessed. John Dent also approached Dennis, asking that some of his acreage be added in.

Bradon proposed the district approved the list of parcels within the district boundaries that Dennis provided, plus parcels 09-031-0004, 09-031-0014, 09-031-0035 (John Dent) and 09-036-0037 (Regan Wheeler).

JoLynne seconded, carried unanimously.

Dennis said the board needs a hearing for the budget adoption, which should be in December.

Another hearing is needed for adopting bylaws, and a third for annexation.

Board members discussed steps needed to add board members and finish up the bylaws.

The board will also need to meet to discuss future projects to take place this Fall.

The board will meet on Oct. 20 to have a hearing to amend the 2020 budget, discuss maintenance and discuss bylaws.

JoLynne reported asking about the Cub River project. She still has not seen the plans and will talk to the engineering firm next.

Brandon moved to adjourn. Motion passed unanimously.

Joint Meeting, CCDDs #6 and #8   In attendance: Adam Johnson, Robert Barlow, Bill Wright, Dennis Jackason, Jeff, Mark Blair,  JoLynne Lyon and Brandon Allen.      Jeff presented a redrawn map that reflects the natural flow of drainage. It takes in many parcels from District 4 and adds them to District 6. Mark showed board members from both districts where the open and closed drains are and how the water flows during a high water event.   JoLynne asked what would suffer if the districts were unified. Currently there are several administrative units and they are overwhelmed trying to keep up with state requirements.   Adam said the tax levy is $3 per acre and $5 minimum per parcel in District 4. Dennis said District 6’s levy is $2 per acre and $5 minimum.   Adam said the drainage makes sense. His district will lose revenue if the new boundaries are accepted. JoLynne said the parcels also represent liability.   Dennis told Dist. 4 me...
